Abstract
The purpose of the present study is to model the minimum registered capital of insurance companies, with an emphasis on its adjustment according to the inflation rate. This report provides a scientific and dynamic framework for determining the mandatory minimum capital for all types of insurance companies (life, property and liability, composite, and reinsurance) to replace the current traditional and fixed approach, which is incapable of covering the real risks arising from chronic inflation and pressure on financial solvency. Through a comparative review of the experiences of high-inflation countries (Turkey, Argentina, Egypt, etc.) and a historical analysis of capital changes in Iran, it was demonstrated that the fixed minimum capitals approved by the Cabinet of Ministers in 2024 are inefficient under changing economic conditions. Furthermore, according to Regulation No. 100 of the Supreme Insurance Council (2025), operating licenses for newly established insurance companies are issued in seven business lines: automobile insurance (third-party liability, driver accident, and vehicle hull); accident and health insurance (group and individual); non-life insurance excluding automobile insurance (third-party liability, driver accident, and vehicle hull) and accident and health insurance (group and individual); non-life insurance excluding accident and health insurance (group and individual); non-life insurance excluding automobile insurance (third-party liability, driver accident, and vehicle hull); life insurance; and reinsurance. In the modeling section, the total loss distribution of the insurance company (including technical losses, investment losses, and inflationary shocks) was used under three inflation scenarios (30%, 40%, and 50%) to calculate the economic capital for each group. The results indicate that in the base scenario (30% inflation), the required economic capital is approximately 1.8 times the current minimum for each group, and in the 50% inflation scenario, it reaches 2.2 times the current minimum.
