بررسی کارایی اقتصادی تعاونی های تولیدی کشاورزی به دو روش تابع مرزی تصادفی و تحلیل پوششی دادهها

چکیده
شرکت های تعاونی تولیدی کشاورزی به عنوان ابزاری کارآمد برای توسعه اقتصادی، اجتماعی کشور و به خصوص مناطق روستایی محسوب می شوند. هدف از انجام این مطالعه، در ابتدا بررسی جایگاه تعاونی های تولید کشاورزی در توسعه فعالیتهای زراعی و غیر زراعی منطقه و سپس پاسخگویی به این سوال اساسی است که آیا تعاونی های تولید کشاورزی در استان همدان توانسته اند در راستای به‌کارگیری توانمندی‌های خود، از کارایی اقتصادی مناسبی برخوردار باشند؟ و دیگر اینکه عوامل موثر بر ارتقای سطح کارایی اقتصادی تعاونی های تولید کشاورزی کدام‌ها هستند؟ برای این منظور در یک پژوهش تحقیقی- تحلیلی، کارایی اقتصادی 65 تعاونی از 70 تعاونی فعال تولیدی کشاورزی استان همدان در سال 1389 با استفاده از دو روش پارامتریک و ناپارامتریک، یعنی تابع مرزی تصادفی و تحلیل پوششی داده ها مورد بررسی قرار گرفت. جهت کسب اطمینان از نتایج به دست آمده توسط دو روش نیز از آزمون اختلاف میانگین درجه کارایی استفاده شد. نتایج نشان میدهد به طور کلی میانگین کارایی اقتصادی به دست آمده تعاونی ها از هر دو روش کم بوده و میزان واریانس محاسبه شده برای کارایی اقتصادی تعاونیها قابل ملاحظه و زیاد است. همچنین مشخص گردید که سود مرزی تعاونی-های تولید کشاورزی با میزان ارزش سرمایه کنونی شرکت، مخارج مربوط به کلیه فعالیتهای شرکت، تعداد اعضای تعاونی و متغیر مربوط به میزان دانش مدیریتی مدیران تعاونی ها رابطه مستقیم دارد که با افزایش دانش و تجربه مدیریتی و افزایش سطح زیر کشت آبی و مرتبط بودن رشته تحصیلی مدیر عامل با مدیریت تعاونی میتوان موجبات بهبود عملکرد تعاونی را فراهم آورد.

Abstract
Agricultural production cooperatives are considered efficient instruments for socio- economic development of the country, especially in rural areas. The purpose of this paper at first is to evaluate the important place of agricultural production cooperatives in regional farm and non-farm activities development and the second aim is to answer the basic question that whether agricultural cooperatives in Hamedan province of Iran could achieve full economic factors for promoting economic efficiency of agricultural production cooperatives? For this purpose, the economic efficiency of 65 out of 70 agricultural production cooperatives of Hamedan province are measured for the year 2010, by using parametric and nonparametric methods; means stochastic frontier production (SFP) and data envelopment analysis (DEA). Moreover, two-sample t-test for equality of means is used to compare the mean differences of efficiency level as well. The results show that generally the average economic efficiency of agricultural production cooperative measured by both methods is low and the variance among the cooperatives is high. Our findings showed that cooperative's profit is positively related to the current capital value of cooperative, expenditures made for activities, number of cooperative members and level of manager's knowledge. Implication of these factors; while increasing management experience, cultural acreage under irrigation and relevant educational skill level of the manager would eventually increase cooperative's performance.
