چکیده
از مهم ترین مباحثی که پیرامون توسعه مطرح میشود ارتباط بین کنشگر فردی و دولت در راستای ارتقای جامعه و رسیدن به توسعه است. افراد به موجب کارویژه تحرک اجتماعی، نقش بسیاری در روند کارکرد دولت دارند و میتوانند نقش عمیقی در روند توسعه بازی کنند .یکی از ویژگیهای نظام رانتیر، تبدیل کردن نظام اجتماعی به یک سیستم رانتی است. در رفت وآمد بین سیستم سیاسی و اجتماعی، خلق و خوهای ناشی از رانت بر روی عملکردهای متقابل دولت-جامعه تاثیر میگذارد. این ارتباط و تاثیرگذاریها در جوامع رانتیر که اقتصاد برپایه یک موهبت الهی میباشد بیشتر است؛ برای مثال دولتهای رانتیر خاورمیانه ای که اقتصادشان پیرامون نفت تنفس میکند که در آنها روند شکل گیری خلق وخوهای اجتماعی به دو دوره پیشانفتی و پسانفتی تقسیم میشود، کیفیت خلق و خوهای فردی و اجتماعی نیز بر پایه نظام آبیاری-کشاورزی ( پیشانفتی ) و برپایه اعتیاد نفتی (پسانفتی) تقسیم بندی شده است. برای نمونه، ایران به عنوان کشور نفتی که اتفاقا از ویژگی های یک دولت رانتیر نیز برخوردار است، به واسطه نقش تعیین کننده نفت قابل تحلیل است.

چکیده [English]
The most important subjects around develpment are the fonnection between people and government in a way of developing society.people becuse of their role in society have much imprtance in governments workout and can play an important part in developing.
One of the features of the rentier system is converting the social system to a rentier syatem.in a connection of sociql and political parts of system,behaviours caused by rent effects the teo sided function of government and society and this connection in rantier societies which is more based on gifted bless is more clear to see and feel
The process of the changes devided in two parts:befor and after of oil; one of the examples for research is Iran
Iran has the ellegant features of a rantier system and because of the imprtant role of petrol industry in this country we can devided this into two parts including befor oil and after oil and than analyse it.
